IMECE Satellites to Become NATO’s New Eyes

During the Defense Industry Forum, held on July 7-8 as part of the 36th NATO Heads of State and Government Summit, member states announced a massive $4.012 billion investment in "Space and Surveillance" projects.

At the forefront of these initiatives is the newly unveiled HALO (Hybrid Alliance Layered Operations in Space) program. Formed by a coalition of Turkey, Germany, Denmark, Finland, the Netherlands, Sweden, Canada, and Norways, HALO aims to integrate nationally controlled military satellites into a unified mega-constellation architecture.

This collective model is designed to overcome the cost, time, and coverage limitations faced by individual national satellite fleets. The alliance projects that the mega-constellation will significantly bolster NATO’s resilience and capabilities in high-speed communication, intelligence gathering, and missile tracking.

Turkey’s Strategic Contribution: IMECE-2 and IMECE-3

Turkey’s direct contribution to the HALO framework will leverage the engineering expertise gained from its flagship IMECE earth observation satellite program.

Under a contract valued at over $300 million, the Scientific and Technological Research Council of Turkey (TUBITAK UZAY) will develop and manufacture two new high-resolution satellites in Ankara. Named IMECE-2 and IMECE-3, these platforms will operate alongside the existing IMECE satellite under the Constellation Satellite Development Project.

The expansion will allow NATO and Turkish forces to scan wider geographic areas in shorter timeframes, significantly reducing the revisit times for specific coordinates. Defense analysts note this capability will provide rapid, actionable data during crises, border monitoring, maritime operations, military movements, and natural disasters.

Turkey’s first indigenous sub-meter resolution observation satellite, IMECE, was previously inducted into the Turkish Air Force inventory under the designation "GOKTURK-2B." This new contract transitions Turkey’s domestic satellite capabilities directly into NATO’s shared security infrastructure.

ASELSAN Secures Major Electronic Warfare and Air Defense Contracts

In parallel with the space initiatives, Turkish defense giant ASELSAN signed contracts exceeding $350 million to develop Low Earth Orbit (LEO) satellites, military communication networks, and early-warning radar systems.

These projects are integrated into Turkey’s "Steel Dome" (Celik Kubbe) National Integrated Air Defense Architecture. The systems are expected to critically enhance battlefield connectivity, detection capabilities, and early-warning response times for both domestic and allied operations.
